Οικονομική κρίση και Ψυχιατρική

Η κρίση που ζούμε σήμερα, εποχή ‘μνημονιακού’ ζόφου, δεν αφορά μόνο την οικονομία  και την πολιτική. Αφορά πάνω από όλα τη ζωή μας. Επιδρά καταλυτικά στην ποιότητα της ζωής όλων μας, όχι μόνο γιατί αυξάνει την δυσμενή επίπτωση στην κατάσταση της υγείας μας, αλλά και γιατί οδηγεί σε  πλήρη διάλυση το ήδη δυσλειτουργικό σύστημα  ψυχικής υγείας, Το σύστημα  αυτό, κατ’ όνομα δημόσιο, στην ουσία υπό το καθεστώς της «σύμπραξης δημοσίου –ιδιωτικού», βρίσκεται σε βαθειά κρίση, αδυνατώντας να καλύψει τις τεράστιες ανάγκες στον τομέα της ψυχικής υγείας (της θεραπείας και της κοινωνικής επανένταξης, της πρωτοβάθμιας φροντίδας και της πρόληψης). Πρόκειται για ένα σύστημα νοσοκομειοκεντρικό, με το δημόσιο νοσοκομείο να λειτουργεί ως επιχείρηση και με το ψυχιατρικό άσυλο να κυριαρχεί, παράγοντας και αναπαράγοντας  ένα καθεστώς όπου κυριαρχεί η βία, οι μηχανικές καθηλώσεις, τα ράντζα, οι κλειστές πόρτες, οι αναγκαστικοί εγκλεισμοί, οι τεράστιες ποσότητες ψυχοφαρμάκων, οι τραγικές ελλείψεις σε προσωπικό  όλων των κλάδων.
Η εκσυγχρονιστική βιτρίνα που επιχειρήθηκε διαμέσου των ευρωπαϊκών προγραμμάτων ψυχιατρικής μεταρρύθμισης δεν έφτασε μέχρι τη δημιουργία των αναγκαίων δομών πρωτοβάθμιας φροντίδας και πρόληψης. Ούτε, όμως, και επαγγελματικής και γενικότερα ψυχοκοινωνικής αποκατάστασης.
Περιορίστηκε βασικά στη εκχώρηση στον ιδιωτικό τομέα, σε κερδοσκοπικές και μη κερδοσκοπικές επιχειρήσεις, την πλειοψηφία των προγραμμάτων αποσυλοποίησης που αφορούσαν στεγαστικές δομές (ξενώνες και οικοτροφεία ).
Δημιουργεί μια κατάσταση όπου ανθίζουν οι ιδιωτικές ψυχιατρικές κλινικές, (σε κάποιες περιοχές όπως η Θεσσαλία και η Δυτική Μακεδονία συναντάμε τα μεγαλύτερα ιδιωτικά άσυλα) κερδοσκοπώντας ασύστολα στον ψυχικό πόνο.
Η κυρίαρχη ‘ψυχιατρική επιστήμη’, στον αντίποδα του οράματος, της φιλοσοφίας και της πρακτικής μιας χειραφετητικής Ψυχιατρικής, λειτουργεί καθαρά ιατροκεντρικά, με βάση θετικιστικά μοντέλα, βιολογικοποιώντας κοινωνικές  συμπεριφορές, υπό τον έλεγχο των φαρμακοβιομηχανιών και στη βάση του εξουσιαστικού μονολόγου των ‘ειδικών’, ακυρώνοντας το λόγο και τον ‘τρόπο ύπαρξης μέσα στον κόσμο’ αυτών που κατονομάζει ως ‘ψυχικά ασθενείς’.
Το τοπίο της ψυχιατρικής γίνεται ακόμα πιο εφιαλτικό σήμερα, που η δαμόκλειος σπάθη των περικοπών και της επιβαλλόμενης πολιτικής καταδικάζει τα άτομα με προβλήματα ψυχικής υγείας σε διαρκείς στερήσεις.
Στερήσεις που αφορούν όχι μόνο τους υλικούς όρους της ζωής τους, αλλά και τα βασικά πολιτικά και κοινωνικά δικαιώματά τους.
Δεν μπορούμε να παραμείνουμε θεατές αυτής της συντελούμενης καταστροφής.
Συμμεριζόμαστε τα αισθήματα άγχους, ανασφάλειας και θυμού που δημιουργούν στους εργαζομένους στα Ψυχιατρεία οι πρόσφατες υπουργικές εξαγγελίες περί ‘κλεισίματος’ των μεγαλύτερων ψυχιατρείων της χώρας σε 4 χρόνια, με μικρά, ιδιωτικά κατά κύριο λόγο, ψυχιατρεία-οικοτροφεία..
Αγανακτούμε μπροστά στον ορατό κίνδυνο μιας αποασυλοποίησης  «τύπου Ρήγκαν»,
με τους ψυχικά πάσχοντες στο δρόμο και τους εργαζόμενους στην ήδη τεράστια ουρά των άνεργων.
Δεν δεχόμαστε να γίνουμε συμμέτοχοι στη επισφάλεια  κανενός τύπου. Ο ριζικός  μετασχηματισμός του συστήματος ψυχικής υγείας δεν είναι, και δεν ήταν ποτέ, το τυπικό ‘κλείσιμο’, αλλά η υπέρβαση, το ξεπέρασμα του ψυχιατρείου και η αντικατάστασή του από ένα ολοκληρωμένο φάσμα δημόσιων, κοινοτικών υπηρεσιών.
Σήμερα περισσότερο από ποτέ, είναι αναγκαία η δημιουργία ενός κοινωνικού κινήματος για την Ψυχική Υγεία.
Καλούμε
      -όλους τους λειτουργούς ψυχικής υγείας  στον δημόσιο και στον ιδιωτικό τομέα.
-τα άτομα με ψυχιατρική εμπειρία και τις συλλογικότητες τους, που αντιστέκονται στην ψυχιατρική  βαρβαρότητα,
-τις μαχόμενες συλλογικότητες  οικογενειών,
-φοιτητές,
-άνεργους επαγγελματίες ψυχικής υγείας,
-όλους όσους αντιμετωπίζουν με επώδυνο τρόπο, για τους ίδιους και τους οικείους τους, την καταβαράθρωση των υπηρεσιών υγείας, καθώς και
-τα κοινωνικά κινήματα που μάχονται ενάντια στην κατεδάφιση του βιοτικού επιπέδου και τις κατασταλτικές λογικές και πρακτικές,
να αντισταθούν σ’ αυτή την επέλαση της βαρβαρότητας που  καταστρέφει το ΕΣΥ και διαλύει το δημόσιο σύστημα  Ψυχικής Υγείας.
Μέσα από ποικίλες συναντήσεις, συζητήσεις, ανταλλαγές, να οργανωθεί ένα κίνημα για την ψυχική υγεία, που θα μάχεται για τη συντριβή  του μνημονίου ΕΕ/ΔΝΤ, ενάντια στην κατασταλτική ψυχιατρική, για την ουσιαστική και έμπρακτη αναγνώριση και άσκηση των δικαιωμάτων των ψυχικά πασχόντων, αναγνωρίζοντας τη δική τους αποφασιστική συμμετοχή στη διαμόρφωση και στη λειτουργία ενός συστήματος υπηρεσιών ψυχικής υγείας καθολικά δημόσιου και δωρεάν, προσανατολισμένου στην κοινότητα, επαρκώς χρηματοδοτημένου, με ολόπλευρη στήριξη της ατομικής διαδρομής του καθενός μέσα στο κοινωνικό του πλαίσιο και αμοιβαία χειραφετητικού, τόσο για τους λειτουργούς όσο και για τους «χρήστες» των υπηρεσιών ψυχικής υγείας.

CALL FOR PAPERS
It is often asserted that neoliberal globalisation had the liberating effect of breaking down boundaries as barriers to free trade were swept away. Yet, ‘actually existing neoliberalism’ (Brenner and Theodore, 2002) has in reality seen the erection of a host of new boundaries and the reinforcement of old ones. Boundaries continue to be a salient feature of the contemporary political, geographical and social landscape. National boundaries have been reinforced, particularly in the European security state as ever-stricter immigration controls are adopted. Boundaries are also being redrawn between those considered to be ‘deserving’ of citizenship and those who are not, leading to the reinforcement of class distinctions and the persecution of minority groups.  As Jock Young asserted in 1999, there has indeed been a distinct move towards an ‘exclusive society’ in which divisions are actively promoted and exploited by politicians seeking short-term electoral gain. The aim of this conference will be to challenge the politics of fear and to move beyond boundaries of all kinds. How can we transcend traditional academic boundaries in favour of an interdisciplinary approach to problems of crime and punishment capable of encapsulating notions of social harm? How solid are the boundaries which exist between the ‘deviant’ and the ‘normal’? How can we promote freedom of movement of peoples across physical and metaphysical boundaries? How can justice be promoted in an exclusive society?

Conference venue and travel arrangements
The picturesque town of Chambéry is the administrative and cultural capital of the department of Savoie in the Rhône-Alpes region. It is siutated on the banks of the beautiful ‘Lac du Bourget’, the largest fresh-water lake in France (http://www.bourgetdulactourisme.com), and surrounded by two Alpine mountain ranges, the ‘Massif des Bauges’ (http://www.parcdesbauges.com/) and the ‘Chartreuse’ (http://www.chartreuse-tourisme.com/fr). A coach trip to the Chartreuse mountains and the famous liqueur cellars will be organised during the conference (further details of excursion below).
 
The town of Chambéry is dominated by its impressive 11th Century chateau, home to the Dukes of Savoie until 1860 when the region was annexed to France. The Italian influence is still evident in the town’s architecture, notably in the covered archways which line its main street.
     The town is small and easy to discover on foot. The old part of town, with its veritable labyrinth of medieval streets, is not to be missed.
     A trip to Chambéry is also an opportunity to discover many regional culinary specialties including cured meats and mountain cheeses, local wines and a number of local liqueurs made from mountain herbs and flowers.
Chambéry is easy to access, situated at the crossroads between France, Italy and Switzerland. It is located just 98 km from Lyon, 57 km from Grenoble and 90 km from Geneva. There are airports in all three of these cities, including a small one in Chambéry itself. There are flights from 10 cities in the UK to Chambéry (see http://www.chambery-airport.com) and flights from Stockholm, Rotterdam and Warsaw to Grenoble (http://www.grenoble-airport.com).
Geneva and Lyon airports link up to a wide range of international destinations (http://www.lyonaeroports.com/ or http://www.gva.ch/). Chambéry airport is situated just 10 km from the town centre: you can eaither take a taxi or walk to the nearest bus-stop and join the number 9 bus route (http://www.bus-stac.fr/ftp/FR_biblio/PlanPoche%2001-07-10.pdf).  Should you wish to travel by train, Chambéry is just a 3-hour train-ride away from Paris (www.sncf.com) and 2hrs30 from Turin. You can easily link up to other European destinations via Geneva and Milan.

Assisted places

There will be two assisted conference places at the 2011 European Group Annual Conference. The two places are named in honour of the late Louk Hulsman and Karen Leander.  Depending on the nature of applications, we would be looking to bestow the assisted places on two people who meet some / all of the below criteria:

*       Do not have a tenured position in academia or have no means of providing alternative means of support through employment schemes.
*       An MA / PhD student / part time member of staff who is ineligible for university department/school/faculty funding to attend conferences.

*       Are confronted with other significant difficulties which would merit special support to attend the conference.
*      Currently undertaking research or activism in an area that reflects the work of Louk Hulsman or Karen Leander
*       Planning to deliver a paper at the conference on a theme that reflects the work of Louk Hulsman or Karen Leander
